I'd say that's a false equivalence. You're still operating the same machine, it's just that you're expected to use it in an unfamiliar way.
A better analogy might be if a road painted red was off-limits to cars, but was otherwise exactly like the surrounding and connecting roads. (I've actually run into something similar IRL.)
While it would technically be the responsibility of the drivers to know this rule and obey it, out-of-towners might need more explicit signposting or even barricading to prevent them from accidentally a Christmas market or something. A similar example might be if a parking lot has a steep drop-off somewhere. Technically you don't NEED to make it clearly visible with hi-vis paint or a sign telling people not to drive straight off the ledge. But these are still good preventative measures for if you want to save yourself trouble in the future. They just take extra time and awareness to utilize, and such signposting often has to be waaaay more explicit than some designers are comfortable with.
