Mednafen is the best PS1 emulator. It's command line only but there's external frontends like Mednaffe or Medgui Reborn that give it a GUI.
There's also the versions of the Mednafen PS1 module forked by Libretro for use in Retroarch which adds a bunch of plugin emulator style features like graphic upscaling and PGXP if that's your thing.
