Just be aware that nearest neighbor scaling IS A FILTER as well. You're scaling the image by x4 or more, which is drastically changing the image.

"Simple" scanline shaders replicate an effect that has never existed ever. That is, if you're talking about the simple lazy ones that produce black lines like this (exaggerated for humor of course). No tv ever looked like this. Instead, the scanline shaders now can offer scanlines that are lighter and mimic the colors around them, which is more accurate and less noticeable.
