People generally agree that the new levels themselves are pretty good (barring the pathetic final boss) from what I've seen, it's the rest of World Tour edition that people take issue with. The re-recorded Duke lines, the technical changes that render it incompatible with old user maps and mods, the lack of the other expansions that Megaton edition had, etc.
