sf1 had character scaling and pacing issues.

hans is useful at the start because ranged, but when he levels up he just increases speed AND THATS FUCKING IT. he rarely gains attack (or even hp/def) unless you save scum for it, and even then its rare. he doesnt get a new weapon until the circus, and even then its not really enough to keep him competent. diane is basically the same.

the game shoves 3/4 healers at you in the first chapter. you dont need that many healers. also their mana pools grow so slowly that you can barely use them as is. i guess that makes buying items more appealing/useful?

new weapons are so staggered. sf2 has you buying upgrades basically every new town. in sf1 if a character's stat growth is too slow, they become obsolete before they can be relevant enough to GET that new weapon, and even after getting it, they're only hitting for 2-4 instead of 1.

bird people can fly!... except they cant hit for beans. i've never had the patience to spoon feed the birds through their 1 damage attacks to level them up to see if they eventually grow up into decent fighters. its just not worth it.

the only characters that start off weak that remotely pay off are bleu and adam. bleu turns into a competent beast, and adam takes more babying early but similar grows into his own.

too many characters join at a point where they do shit for damage and require too much babying to become relevant. additionally, a bunch of characters are clearly just outclassed in stat growth. why choose somebody that hits for 15-20, when there is another character (even in the same class) that can one shot shit for like 40? why put a new character in the party when somebody else of the same class is already doing their job better?

i'll admit that i havent gone through the effort of babying everyone just to see if they grow into reasonable/competent characters, but heres my tier list. order in the rows doesnt matter, just placed people in the right categories. (cont)
