I think there shouldn't be an obvious superior strategy for completing most of the game. Like in Streets of Rage you can time your punches so it doesn't auto dial into a three hit combo and it keeps the enemy in a hit stun state so you can deplete large life bars while the enemy doesn't have a chance to fight back. Obviously when more enemies are on on screen and flank you you'd need to be more careful, but there is little reason to want to deviate from playing like this. Same thing with Splatterhouse 3 in which the best attack is a D-pad rotation attack that gives you a spinning round house kick. Then you have bosses that you bait into an attack and you continually perform something like a jump kick to defeat them in a safe manner. It could be the intended way to approach the boss, but it feels cheesy and makes it not very satisfying.

There should be different enemies that require different skills to approach them or open them up for an attack.
