That video was just to remind everyone that level exists, not to showcase draw distance within the video.
Other parts of that level have draw distance that are similar but with much higher polycount than in the Goldeneye dam. And that's just the thing with "draw distance", there is nothing amazing about having a long draw distance when there is no detail.

Also the last screenshot here >>11293572 shows that the buildings weren't even built to scale, but built on a smaller scale, a common trick to make things in the distance look farther away than they really are.
