They're actually shot that way because film stock was once very expensive and 24 FPS was the bare minimum you could use while having smooth motion. Tape used on television wasn't nearly as costly and could easily handle 30 FPS or even 60 FPS, but because tape was used to record things like sitcoms and soap operas viewers subconsciously associate it with low production values, which is why many dramas are shot at 24 FPS to give them a "cinematic" feel. 24 FPS also makes special effects, namely CGI, much easier to render and integrate so it's still used in films.
