What demographic was Mortal Kombat initially aimed at?

It was made at a time when games were seen as kids toys and I know some advertising was kid targeted; same with ads. However it had gore that would have made it a R rated film. This feels like the Watership Down of video games: Violent and gritty but still targeted at middle schoolers and below.
