Yeah, but look at it from the point of view of the Combine, who are already well-versed in re-purposing biological assets. You COULD spend resources and energy- the latter of which you have in spades, but the former of which is always in short supply, hence the re-use of so much Earth tech- developing some kind of VR hentai fuck-machine akin to the Manhack Arcade. Or, you could take the existing biomechanical assassins, who already have assets hard-coded in our genes to appeal to the primarily male Civil Protection, and just pump 'em full of growth hormone until they've got big fat juicy asses and thighs that wouldn't interfere with their largely stationary role as long-range assassins and fire support.
