The whole "river" and "sea" distinction only ever made sense once in Labrynna, and it was just Capcom's way of having enemy and NPC Zoras coexist (which was eventually done by Nintendo im ALBW, which takes place sometime afterwards).

"River" Zoras were going to be in OoT as "sea" Zoras. See? The Zoras were just redesigned to be sleeker because the older design would probably look especially clunky in N64 graphics. For that matter, "river" Zoras were a possible Zora design that got cut in BotW, as shown in the art book, maybe will be in BotW2. Honestly the "river" and "sea" designations only made sense in Oracle, which is why that NecroDancer spinoff changed it between friendly "Zora" and "Evil Zora" enemy

I like the early Zora/Ruto design. Much closer too Alttp.
