According to Megaman 1's story, the Robot Masters were designed to be worker Robots.

In Megaman 2, they were robots especifically designed for combat, so they weren't meant to perform any tasks other than beating the living shit out of Megaman.

Yeah, people never had this problem with the real hardware. Emulators should strive for accuracy, and 'getting up to change the game' is not accurate.
