You'd have to have a pretty poorly configured TV set to see it. Stolen from Google, but you can see on a standard TV how much extra space there is on emulator/PC port because nothing's cropping the overscan.
It's not caused by widescreen either like the other anon said, it being there is that icon just being stored at the top left of all the available space.
