No, it's arguably the best in the series. The main reason a lot of people hate it is because of Raiden, even though he perfectly works for the story where Snake wouldn't have. Even looking past the story, the gameplay is fantastic and is perfect arcade-stealth. Not to mention all of the easter eggs and little secrets put in, and looking for them is a lot of fun.

This. Kaku horribly translated the game and later came out and acted like Kojima was the reason for it being localized so badly. I get why Blaustein didn't come back since he was working on Silent Hill 2 at the time, but god he could've got someone better for the localization than her. Honestly it's great at all that the story and dialogue still sounds good after going through her.
