That comparison is from the Sega CD port of Final Fight, but the Jessica design comes from two different versions of the game.

The arcade version shows her in her undies, but that got cut out from the overseas revisions of the game, so they went for the red dress for the Super NES port, which I personally think it's sexier just for the exposed shoulders.
