One of the weaker entries? I agree.
Weakest entry? I disagree.
Is it a good game? I think so.

Mega Man X3: fully playable Zero, but also makes the game better if you play as X, by getting rid of the delay when firing several charge shots, and by making level progression less linear (you can use a battle armor as soon as you have the tanks for it, and Zero can charge subweapons even without the upgrade, thus letting you open up levels in a less linear way):

Alternatively you can use these romhacks which get rid of slowdown on real hardware, but there is none for MM2

There are plenty of hacks which make MM games better. Lag reduction patches, bug fixes, etc

For MM3, there is "Improvement" which gets rid of all lag, fixes a lot of glitches, and also has some other additions/changes which you may or may not like
http://www.romhacking.net/hacks/992/

For Rockman 4 (doesn't work with MM4), lag reduction patch, there are two patches, one "standard" lag reduction, and another one which also changes other things like being able to switch weapons on the fly (but also gets rid of the autoscroll sections...)
https://www.dropbox.com/s/z02krkks30sogzh/Rock4Optimization_v3.zip?dl=1

For Rockman 5, but these ones also works with MM5. Lag reduction patch:
http://www.himaq5.xyz/rock5easily/archive/rock5_lite.zip
Lets you switch weapons on the fly (select, down+select, select+start):
http://www.himaq5.xyz/rock5easily/archive/rock5_weaponselect.zip

Rockman 6 (does not work with MM6):
Lag reduction patch but also speeds up the process of many things, like loading times, scrolling when entering a room, etc,
and also fixes sliding: In the original MM6, and unlike other MM games, you couldn't jump during a slide, plus there is a small delay, wait time, at the end of a slide. This fixes both:
https://www.dropbox.com/s/yop86w163oh1p67/Rock6Optimization101_.zip?dl=1

Standalone version of the fixed sliding:
http://web.archive.org/web/20180919180421/http://www.geocities.jp/borokobo/zip/Rock6FixSlide2.zip

Small hacks for MM4-5-6 that makes the sound of charging the charge shot fade out:

There is no reason to buy Legacy Collection 1.

Legacy Collection 2 however is good. The emulation for 7 and 8 is lagless; and 9 and 10 are ports, not emulated, so they play pretty really well.
Only complaints:
- 7 has some mild censoring (game boy etc)
- 8 is based on PS1 version and not Saturn which has more content
- 9 and 10 have low music volume and some minor sound issues

MM11 is great.

As for MM1 to 6, instead of playing Legacy Collection, you should play the NES versions emulated, use the "no sprite limit" option to reduce sprite flicker (legacy also does this though), and either overclock the emulator to avoid lag (it's pretty safe, i've tried it) and/or use the following romhacks (copy pasta):

MM3: there is "Improvement" which gets rid of all lag, fixes a lot of glitches, and also has some other additions/changes which you may or may not like

With both patches applied, RM6 becomes 100% more fun.

>since the devs forgot to clear the charge counter when you hit an enemy that way, you even get a free (no energy consumption) shot afterwards.

Or rather it's the contrary, it's when the pharoh shot is above your head and that you hit an enemy with it that it counts as free.

also I wouldn't put anyone from MM5 and 6 above B, and even then I'd have most of them in D and only Flame and Yamato would stand out a little.

Look at Stars Man for instance, he only has one attack, which is phoned in, slow, easy to dodge... Clearly a F, or a D if we consider F as "Toad Man's tier".

They're lame really.

Even the music fits perfectly to what's currently going on. All cheerful and adventurous during the first few levels, becoming more melancholy as the game goes on.

I would just keep trying Craigslist (as cliche as that sounds). I use this notification thing that basically uses key words to find certain things.

The 60 - 1 of Ms. Pac Man feels kinda laggy. I think just building a cab would be hella cheaper compared to just buying a hack-jobbed machine. I wouldn't spend no more than $500 a machine, especially on how easy parts are to find.

It also sucks because sometimes it deals with the area you're in. Having those golden finds can be very difficult to do in those bigger city areas. Good luck on your searching anon.

Dude, it can probably be saved. Wish I still had some before and after pics on my phone.
I have cleaned worse and it's been fine.
I would use a dremel on slow setting with a wire brush attatchment to remove the rust on the legs of the chips As well as the rust on the resistor. Then rubbing alcohol to clean up the board and wipe down the chip legs.
Removing the rust with the wire brush will allow u to see if u need to repair anything with a soldering iron.
Resistor will probably need to be replaced, but it will work without the resistor in place, the graphics will look a little messed up tho.
And definitely brasso on the pins. And if the black sludge won't come off I would also very carefully clean with the dremel. Then reclean with brasso and then with rubbing alcohol.

Oddly enough I've been able to get every game I have Coke across in that condition working. So no doubts you can too.
