This, the biggest reason why OoT was such a monumental game is because it was the first to have this type of lock-on combined with directional character movement (yes other games did lock-on first but not like OoT where it swivels your movement around the target).

1998 was pretty late into 5th gen however, and a lot of consoles didn't even have the right kind of controller to have a control scheme like that (good luck doing that shit on PS1), so it wasn't until 5th gen where the dual analog camera stick/enemy lock-on/directional character movement combo became standardized.

Even OoT itself was missing the free camera movement, just because the N64 controller did not have a second stick and did not have enough buttons other than the C buttons to allow it.
