It's canon now that Vega was a serial uggo killer until Bison hired him as an assassin. I don't think that plot detail was added until later though. My suspicion is that it was around the alpha series because that's when Vega starts to come across as really unhinged. Pic related.
I prefer his SF2 incarnation. I think he's more effective of a villain if he's collected and a bit suave rather than the maniacally insane direction they decided to go with him.
