The point of arcade games was to make you put in quarters as often as possible. The final boss of the game being incredibly hard to counter is literally the point, and if you're actually good enough at the game, you can beat it. There's no super intelligent AI brain inside of a CPS-2 reading inputs and calculating the best ways to clown on you. Every character has preset strings and they purposely make them more complicated and harder to dodge the further you get in the game so that you will lose and put in one more quarter.
