That error seems to look like you aren't running your Windows in japanese locale. Back in the day you had to do some wierd stuff for WinXP to launch eroge but in Win7 I think just changing this is enough.
Region and Language:
Format - Japanese
Location - Japan
Keyboards and Languages / Choose a display language - English
If that doesn't do it, maybe you are lacking some update, my Win7 has every update offered on the update thingy.
