Not sure why they made them both tough with 100% accuracy. As for Xan, I read that he specifically has his difficulty above Godlike but his accuracy is normal so he'll miss shots like any regular bot.

You can nerf Loque by just modifying him in the .ini file so he doesn't 360 noscope you with the Sniper Rifle.
