Do you mean the same problem as when you were trying RGB before, or do you still have it set to display RGB?

If the former, set it to display composite and report back.

If the latter:

That would mean for some reason, the cable isn't properly allowing sync information to be passed along to the monitor/monitor isn't accepting the sync information, even if it's able to pull the video information from the very same signal.

I wonder if it could be a grounding issue with one of the cabled. When I was fiddling around with rigging RGB output from my Genesis, the image would not sync if ground wasn't connected.

Are you sure your SCART cable is properly seated into the female end of the breakout, and/or would you happen to have a continuity tester/multimeter to test and see if ground is connected?
