Anyone want to help me make sense of this machine translated nonsense? Only the Russians have figured out how Enchanting in MM6 works it seems.

The main thing that has be baffled in the column marked "Level of things" in the first half. I can't figure out what it is exactly that raises that value from say a 3 to a 6.

The second half is talking about items themselves, not sure how relevant it is but I included a snippet of it just in case.
