SEGA screwed fans over with bad hardware decisions too many times. They made the segaCD and 32X then barely supported them and gave up. Ultimately destroying a lot of goodwill from fans. They designed the Saturn for 2D games and waited until the last minute to add 3D hardware. This resulted in hardware that was a bitch to program for so 3rd Party devs didn't want to make games for it. Meanwhile, Sony was making a system that's cheap and easy to develop for. Additionally, SEGA fails to put a big Sonic game on the system when it arguably needed it the most. And SEGA of Japan basically sabotaged Sonic Xtreme. The N64 survives all this because Nintendo has (mostly) unwaivering support for their own hardware even if it fails. And finally the Dreamcast was a hail Mary pass and it did remarkably well upon release in the USA, but Sony had DVDs and a much better reputation.

Ultimately, it's sad because SEGA had learned their lesson by the time they made the Dreamcast (they didn't really make any big mistakes with it) but it was too late. They didn't have the money anymore to play catch-up.
