The chainsaw isn't useless, it's just situational.
It's excellent against pinkies, and if you can get a good chokepoint somewhere, you can seriously take down an entire horde of them, taking little damage, if any at all.

Looking also at pain elementals, it's almost ideal for them sometimes, because getting close up in the face of them means you're blocking their spawns, so while you're there you might as well split that meatball.
