GPD, TUVVA, iPega, iReadyGo (and Yinlips but they haven't been very active lately), and then of course you have nVidia's Shield which is considered the best. I've only had experience with JXD products, but GPD is generally considered to be just as good if not better.

The resolution doesn't really matter that much if you're just using to play retro games. N64, Dreamcast, PS1 and PSP do look better at a higher res, but considering these were originally played at maybe 480p at best it doesn't really matter that much. 8-bit and 16-bit games actually look better at a lower resolution.
