Well they ARE literal ghost Snifits, hence why the DS version made them more related to the established Boo Guys. Gotta be some reason they're wandering around a gas maze.

For that matter, why are Shy Guys so weird in Super Mario 64? The only other one we see is Fly Guy, but it for some reason spits fire, despite not having a mouthhole in its mask in that game.
