Shoutouts to Irenes, whose wacky accent is just "umlauts" in the laziest way to convey what could be assumed to be a swedish accent.
If you ever wondered, ä is an "eh" sound, while ö is "ooh". If you apply the correct sounds, it elevates her to one of the most ridiculous in the game

The worst accent in Chrono Cross is definately the CHA family, but I have to give a nod to mermaid who had all vowels replaced with vowels with umlauts. Mostly for the translation team not understanding what umlauts actually do.
