Not with that cable but technically yes, you need a cable that does RGB+S, not just RGB, also if you use YPbPr instead of RGBS (or RGBHV) you need to convert RGB to YPbPr.
Like a VGA to RGBS or RGBHV cable, VGA to SCART with joined sync or VGA to BNC with separate sync, like for European TVs or American/European PVMs, BVMs, etc.
You just need to set up 15kHz modes for the VGA output if your DAC supports it, most external ones like DP to VGA do.

Like pic related, ignore the power and audio if you don't need auto switching or sound on TV.

EDID has nothing to do with it, no VGA adapter requires it to work, many high end older VGA monitors didn't even support it, only used RGBHV and the adapter is designed to work with those like with any other VGA device, EDID wasn't a thing for a long time of VGAs life.
The VGA adapter knows something is connected when you connect ground and even a single RGB line, not the EDID line. Stop spreading lies.

That's all you need. Those 5 lines + ground. Plus a 15kHz modeline on the software side, either using CRU if you use Windows or if Linux, you'll already know what to do.

A DP to VGA adapter is no different than GPUs with VGA DACs onboard, they even register as onboard VGA since it's literally just data lines from the GPU going to a RAMDAC.

Well, you can look for VGA to SCART cables with combined sync and buy a pre-made cable. Alternatively you can just join H+V sync together but use 1k resistors before joining them together into combined/composite sync when making your own cable. As described in: >>8362171

You can ignore the 5V/12V part if you're okay with switching to RGB yourself instead of wanting it to be done automatically.

This one works fine. 99% of the time you can just tie Hsync and Vsync together after a pair of 1k resistors to get a suitable Composite Sync signal. So all you need is few resistors.

Sadly, I couldn't get the feature I wanted with the new version of the driver after clean installing it :(. What I wanted was to have applications running in 480i and then switch them to whatever progressive mode I wanted, but neither version of the driver support this under Windows 7. I can't install XP. I guess I'm locked because I use this computer for netplay with friends using Retroarch which can actually run in whatever native resolution I want and still netplay, which is amazing for coop games and the like. That was what I was talking about.

The retrocables.es version uses the wiring in pic related. Replace the Molex socket with a USB to give it the 5v the CRT needs to switch into RGB mode (it doesn't switch into the RGB channel automatically though, cuz it doesn't have voltage going into that).

The more expensive one in arcade shop spain (which has shoddy build quality imo since it broke various times) I assume has this exact wiring.

Well, the crt I used is an ordinary crt tv with an rgb-scart input. All I really did was cut up a scart cable and stuck the wires in the corresponding holes in a vga port. I used a vga to dvi adapter too so that's no problem.
