If we wanna go for vehicular violence there's obviously Carmageddon, already parodied in the OP. Plenty of people to make go splat. Correct me if I'm wrong, but in Davis' words the "glowing" is just how you can tell who's a CIAnigger and therefore ok to run over? It's been a while.

Another cool game where you can play person versus engine block is Quarantine. It's a dystopian taxi driving game in an amazingly chaotic city with plenty of pointless, hostile meat puppets and aggressive drivers trying to stop you going from A to B. It's a lot of fun and the atmosphere is great, but it can get very frustrating if you actually try to beat it.
