Ah, they are hidden items you can find on a couple of maps, named "Sugoi Mizugi" (a swimsuit for Tao) and "Kitsui Fuku" (a miniskirt for Anri) that changes their sprite and offers no benefits.

Tao's bikini in the first Shining Force. Was only a 40x40 sprite, but the mind is a wonderful thing and was more than happy to expand further on that mental image. Disappointed that she didn't get a bikini in battle, that's one of the few things the remake did right.
