2011 remake is alright but still not better than the original 1993 version.
Lacks the timer reset mechanic when time traveling, and doesn't support 240p for playing on CRT.

Was there a 2nd port? I only know 1 port from 1996 for Windows, and it's a gimped version with extra loading screens, 30 fps instead of 60, and graphical glitches. For whatever reason, Sega used this version on Gems Collection instead of the Sega CD original.

Using Sonic 2's spindash on Sonic CD makes no sense. If you want a fast release, you have the Super Peel Out.
Taxman's HD remake of Sonic CD removed the timer reset mechanic, I'd say avoid that version. Also avoid the Gems Collection version as it was based from the old PC Windows version which has extra loading times and some inacurracies.
Sega CD original is the best way to play Sonic CD, if you're an actual enthusiast and care about fidelity.

To be honest, Stardust Speedway is also really great on the US soundtrack.
The Japanese one is more fitting, but US one is a bit underrated as of late. It used to be more celebrated back in the day.
