What being described itt is literally 3D. 2D hardware using things like scaling to do 3D game play fall under the umbrella of "2.5D". One game that used to be a favorite of mine that is probably what you're looking for is Xybots

Many, many racing games meet this criteria although I suppose few let you move "freely".
