if you are already making the PC output in 15khz 240p as you say, then you may be able to make it do it in C-Sync as well, creating a VGA male to db25 female cable shouldn't be hard according to the pinouts of both but who knows if it will actually work,

and just so you know, the PVM 2030 can take separate H and V sync through that db25 input, but i would stick with composite
