Here's the full picture
3rd act was planned for the original release but didn't make it, it was later reused for the expanded ending in the RPG remake on MSX and adapted again into the console versions. Every version ends on a cliffhanger

No source BUT they planned a 5 act story to span between at least 2 games. First one was released on PC with 2 acts and a cliffhanger ending but Konami scrapped the sequel because Snatcher's development took too long. But they were ok with a JRPG remake (for some reason) so SD Snatcher came out. Story was changed in small parts and the ending was extended, though storytelling was a lot simpler than the main game. And when they decided to do console ports they included an even more cut down version of SD's ending as the third act that still ends on a cliffhanger, with Gillian heading to Moscow to stop Snatcher manufacturing.

Nah, it ends this game's story but leaves some plotlines open for a possible sequel (with other Snatchers still alive, Gillian's memory, etc.)
