It's both. On your first playthrough it's more exploration and maze solving.

But it's a game people played the everloving fuck out of, both in singleplayer and deathmatch on regular levels which meant you'd know them backwards and forwards.
Once you're familiar with them it's a hundred times faster, you never slow down and instead juke everything, it's like a ballet with a shotgun. I totally get the Contra comparison.
