Its to with having 256 colours and also having lighting. Say if you choose 8 colours for your textures, then the game has to make different shades for each of those colours to make the lighting work. Compare it to duke 3d and doom which has a lot of colours in the textures. There are quake maps with green, blue and red instead of brown but you can only have a few colours.

Innovation, it was only 3 years after doom.
