The thing with Super Mario Land 2 is that it's not really a Mario game, mechanically. If anything that's why it transitioned to Wario Land.

The design philosophy is not really about platforming and action except in a few spots. It's an exploration game. It's about finding little secret pathways and discovering every nook and cranny. That's why it's kind of slow.

The dev team actually straight up said they didn't want to make a Mario game, and wanted to do their own thing. Wario's own existence is a testament to their distaste for Mario:
>Wario's design arose from Super Mario Land's design team's distaste of making a game based around someone else's character. The creation of Wario allowed them a character of their own to "symbolize their situation".[1]

So first they made the villain a fucked up ugly looking Mario to surreptitiously flip the bird at being forced to make a Mario game, then they ADOPTED the guy and took him on as an "un-Mario" mascot for their even slower, more plodding and exploration-based Wario Land games.
