HOW TO MAKE A DOOM 4:

You don't play as a demon, nor do you continue the story of Doom 64 as it won't be attractive to new players

Recycle the ideas originally planned for Doom 1, an open world with the levels embedded within it, also incorporate some ideas from Tom Hall's doom bible

Or simply have a short cutscene at the start of the game, where your CO tells you to fire on civilians, you refuse and get sent to mars/phobos/deimos

The rest of the story can be told to the player through in game calls that don't interrupt gameplay

Speaking of gameplay,

keep the character speed the same as 1 and 2

if ironsights are included the only thing they should do is zoom the camera slightly, not slow down the player speed or look speed

include all weapons and enemies from the first two games, have them look as close as possible to them, but make the caco bleed red because why not

let the player carry all the weapons

have no reloading (or if you must, have it toggle, default off though)

learn from Romero's level design

and finally if adding new enemies or weapons, learn from the first two games

Graphically they can take inspiration from all three games though, they all look fantastic
