It was in a lot of ways. For example, Spider-Man and X-Men were still the two Marvel juggernauts in the early 00s just like they were in the 90s, it was just now live action movies and "Ultimate" but the Avengers era was still years away. Spawn shit was still coming out in the early 00s. Edgy crap was still en vogue, hence movies like Daredevil and Hellboy. Venom merch was still all over the place. Lots of 90s shit carried on to the early 00s. Using capeshit examples since you posted capeshit, but it's true of most things.

In gaming the early 00s was still full of mascot platformers especially of the "furry with a tude" variety, which exploded in the 90s. FPS started to take over the position that fighting games had prior, but FPS also started getting popular in the 90s, and most of the big name fighting games early 00s were the ones from the 90s. Etc etc.
