As for a genuine answer it was the business model I feel. Back in the 90's a new game was needed every few months so that they can be the game at the front of the arcade, thus giving it the most revenue. Because of this Capcom had to pump out new games consistently. This was made easier as time went on and more and more assets they could reuse were made but they knew they had to do something different each time to make the game's standout. Because of this these game's experimented with new ideas and concepts to hook players, for better or for worse. While balance was not exactly ideal they were fun games with interesting systems, which is way more important the balance ultimately. Nowadays that model doesn't exist. Instead devs are expected to maintain a single game over the course of a few years, resulting in them feeling they need to play it safer with the system. The new model has its pros and cons, but the games just aren't quite as interesting.

Which game specifically? Capcom has had multiple artists for the series like Kinu Nishimura, Bengus, Akiman, and Daigo Ikeno.
