Basically. It's not a matter of quality, back then at least partially it was a cultural thing. The rationale was to use a style of artwork more safely consistent with visual icography already tested in the end market, specially in products for kids.

Of course in the case of Japanese -> Western releases there was also the factor of the publishers being a bit behind the times and not realizing the appeal of Japanese-style illustration when the Manga/Anime craze was still beginning in their turf. It struck a little earlier in Europe, which explains why it was more frequent later on for Euro releases to keep the Japanese cover than it was for the American releases.

It just seems like the absolute most Kickstarter thing in the world to try and bring back the Point n Click genre at this point. I guess Thimbleweed Park came closest, with it's dry humor that we know and love these games for.

Other attempts always seem to end up as this vehicle for a developers fake 80's nostalgia, trans rights activism and tired references in place of real, actual humor.
