It's not about only having four moves. There is no variety whatsoever in fighting enemies, exploring the map, switching equipment, linearity of progression. For an Action Adventure it is too clunky and drags out and the fights themselves are tediously long while using the same attack because it's just the most efficient one. Onmap abilities, like the climbing claws, are just mandatory stepping stones to hinder you getting further on that section of the map and rarely bring occasions where you will ever use it again afterwards and get benefits for exploring.
For a rpg it has the minimal requirement to even count as one, supperficially creating numbers which mean nothing (attack/defense/hp) and could just as well be left out of the game. They are only used as barriers for progression, forcing you to be certain level on bosses, switching from doing only 1 damage on level 30 and suddenly 250 dmg on level 31 (eg. witch boss).
The only redeeming factor is the story which at times can be boreseome, having the only real variety in the end when jumping around towns and trying to grow them.


In comparison I'd say even Link did it better since there are multiple tools to differ the action adventure aspect onmap aswell as in fights, giving it more complexity with its combinations. There are alot more benefits of exploring and the map itself is better infused into the playstyle of being action-adventure, not too big and so much hollow world where nothing happens. There is no real implication of being an rpg, att/def/hp is replaced with having 2 sets of weapon/armor and hp as the main exploration bonus to make the game easier (which compensated for unexperience and gives a feeling of progression)

I'm not saying that Alttp is godly by any means, but in comparison it pulls it better off
There have been lots games that have done this type of gameplay better, even on the NES.
