The guy leading the project had no idea what he was doing and clearly clueless about MK. It's a "reimagining" by someone who doesn't know what's there in the first place. Raiden is literally a mental patient. Second series was even worse.

John Tobias did all of the character design himself from MK1 through MK: Special Forces. He went into a really bad place with MK3 costume design, too much comic books and latex. But he did eventually leave, for the better. His character designs by the end were uninspired.
