It "revolutionized all games" in the sense that it was the absolute Biggest Deal in the World at the time, and so, had a big influence on games in general at that time. The same can be said of Super Metroid and Metal Gear Solid, for example.

I'm not going to argue for FF7 being a masterpiece, but it is a game with very many elements, which were each executed very finely.
