Because that pic comes from a Capcom artbook that provides no date for said sketch drawing. They could have easily added "newhalf" some time later when they decided to do the change for the western version.

Not 1 of them, both of them did. The other pic is from Nishitani's legit twitter account, and pic related is from a SF vs Tekken art book, has an officially printed comment by Akiman, the other designer of the original Final Fight and direct creator of Poison.

Of course, at the end of the day she's a 2D girl. Any porn artist can make futa porn so basically any female character can have a dick.
In the case of Poison, I'd go with what akiman says: JP Poison is female, US Poison is trans. But the whole reason of why they made Poison a trans is more comical than anything. I personally don't have anything against trans people, but to me it seems obvious Poison was meant to be a rebel punk girl and nothing else.

He based Poison's looks off female fashion magazines, and he considers the japanese Poison to be female, and the american Poison to be transexual.
There's not much else to this debate, Poison was originally designed as a real girl, and the creators, both of them, still consider her to be female in the japanese version.

Both Poison designers, Nishitani and Akiman, have officially stated that Poison was originally conceived as a woman. Akiman considers Japan Poison a real woman, and Western Poison a trans.

Dunno, Nishitani says both Poison and Roxy had to be changed, so I assume both were designed as women.
Here's what Akiman said about Poison in particular, he designed her by looking at foreign fashion magazines, I assume it's the same for Roxy.

That "concept art" is just a sketch that could very well have been made later. it's on an art book collection and it doesn't state any specific date, nor does it says that it's concept/pre-release work.

That's Nishitani, one of the actual character designers of Final Fight. That twitter account is real and you can look it up right now if you want.
Also, here's the other designer of Final Fight, Akiman (also famous for Darkstalkers, etc), where he also says Poison was originally designed as a "rebellious woman", and he was looking at fashion magazines for inspiration, he also considers JP Poison to be a real woman, but US Poison to be trans, which correlates to what Nishitani said (having to change Poison for the US release of FF).

You can choose not to believe/care about what both original designers have to say, but that's what they said, and they are the guys who designed Poison.

His stance is less radical than that of Nishitani (who outright doesn't consider Poison a newhalf at all), Akiman instead says he considers Poison a newhalf on the US version, but Japanese Poison is still female.

Anyway, you should be grateful with Akiman, at least he still considers Poison a transexual in the US version of Final Fight. Nishitani, the other designer, doesn't consider Poison anything other than a real woman, and he stated that the reason they made up that whole newhalf thing was to avoid lawsuits from feminists in USA.

There is no real evidence that the concept art is the very very first original one.
The creators have nothing against trans people (or else they wouldn't have thought about making Poison a trans for the US release).
But their stances on the matter is that Poison was originally designed as a girl, and they consider her to be a girl. Nishitani strictly made it clear that the only reason Poison was referred to as a newhalf was to avoid issues with US lawyers, but he considers Poison to be a woman, period.
Akiman is more flexible, he says Poison US version is a newhalf, while japanese Posion is a real girl.
So if you're upset about Nishitani's view as a creator, just stick to Akiman's view and play the US version of FF.

There's an eternal discussion about whether Poison is a newhalf or not, many claim she was always one because of one design sketch from one of capcom's artbooks that has the word "newhalf" on it, but nobody can tell if that's her first ever concept, and according to both Akiman and Nishitani who were original designers on FF and creators of Poison, she is originally a girl.
Akiman wants to satisfy both sides so he says Poison is a girl in the japanese version, and a newhalf on the US version. Nishitani straight up denies Poison being a newhalf and in his own words, as far as he's concerned as a creator, she's a woman.

I value the original creator's intentions in this case, especially considering how lackluster the last few Street Fighter games have been anyway (especially that Tekken crossover you've mentioned).
