Vastly exaggerated. Atari was the bulk of the market and they fucked themselves in the ass (mostly by making incredibly retarded business decisions which weren't even remotely economically viable), and retailers wanted to bail on Atari as they desperately pushed unsellable stock on them.
The claimed rationale is that videogames were seen as fad that passed, and many retailers would think that, but this was never the perception of the public, who were largely in the dark about these events, they continued to play games like they always did, and wanted more like always. Home computer games did as well as ever, the Apple II and Commodore 64 continued like they did before, with Atari's home computers lagging behind.

Nintendo, for all their underhanded shit aside, swooped in with flashy and more advanced games after Atari shat their pants, and cleverly exploited the gap in the market. ROB was intended to ease over retailers and distributors (to a large part for the initial test marketing), but probably wouldn't even be necessary with enough time, Nintendo simply had way cooler products than Atari did and word of mouth would work quickly enough, Super Mario Bros., Castlevania, and The Legend Of Zelda were all simply way better games than Underwhelming Arcade Port #212
The market as a whole was never dead or in some sort of freefall.

Japan do have their share of ugly characters, but generally the popular stuff has designs intended to be pretty, cool, or cute. Wario is about as ugly as you'll get a conventional mainstream character.

This was probably my most played video game when I was a kid. I brought my Gameboy where I could, and this was my game of choice. I haven't actually played this in a very long time, can't say if it holds up or not.
