"The basic principle hasn't changed in 10 years (and actually neither have the tools to be used):

You must start with a clean DVD backup (CD games need conversion to DVD), you patch it to add an UDF filesystem containing the smallest possible movie (so that the console recognizes it as a movie and enables movie read commands - note that doing so also requires a DVD player executable to be loaded into memory, FMCB achieves it via its included "SYS-CONF/dvdplen.irx" or something), then you must run it through the appropriate homebrew, which substitutes drivers that ignore the UDF filesystem and convert data disc read commands to video ones..."
