Depends what you expect when you look for a fanbase. Carmageddon does have a small but active fanbase. It's no Doom community and is certainly not what it once was (99-05), however it's still making progress and projects like Dethrace might open up modding some more and make it more convenient for new players. There's a Discord server and the CWA forum that tries and archives as much as possible. New stuff is also being created now and then.
I assume this is the same for other vehicular combat games like I76 and TM.

As for your question, I imagine it's because none of these games were great enough to stay popular like some other old games did. Lack of decent IP continuation didn't help either.
