Many games that focused on using the analog stick also used the D-Pad for inputting miscellaneous commands (Inventory Management, Zoom Toggle, Ammo swap, turret rotation, etc for examples) that the players were expected to use less-often than the primary controls of the game, such as moving, looking, jumping, running, shooting...so not only was it a d-pad, but it could also be used as another set of buttons.
